SPURR is a Joint Powers Authority. JPAs frequently are used to aggregate purchasing power and expertise for California public agencies. SPURR is owned and governed by our members. SPURR does not charge a retail "markup" on our services. SPURR is a not-for-profit organization, funded through administrative fees set by our Board.
